California Earns a C- for Technology

The latest California State Technology Report, a supplement to the 10th edition of Technology Counts, is now available online.

Technology Counts is a joint project of Education Week and the Editorial Projects in Education Research Center. Grading is based on 14 indicators spanning three core areas of state policy and practice: access to instructional technology (D-), use of technology (D+), and capacity to effective use educational technology (B-).

According to the 2007 Report, California lags behind the national average of instructional computers per number of students (US 3.8, CA 5.1), as well as percent of students with computers in the classroom (US 49.5%, CA 44.0%).

The report also takes into count the statewide policies of technology, including the capacity to use technology: state administrator standards do not include technology; initial administrator-license requirements do not include technology; and teacher recertification requirements do not include technology.

California received “extra credit” in only one of six areas of Integrating Technology by having a “Collection of online resources from different academic areas.” While not explicitly stated, it is possible this refers to the CLRN website (http://clrn.org). CLRN, a statewide SETS Project funded by CDE, continues efforts to make digital content available through a website for teachers statewide.
